Riddle from the Road

I drove up to Pennsylvania today and stopped for gas. I went inside to the restroom and noticed something interesting. The bathroom had a baby changing station which had a sign saying "Baby Changing Station". However,the "C" had been chipped away. Someone though used a permanent marker to fill in the missing "C". "Why would anyone take the time to fill in that C?", I wondered. So I thought about it for a few minutes and decided, yup, it was definitely the right thing to do. Give it a minute.
